Comparative Analysis of the PUPR Regulations No. 10 of 2021 and No. 21 of 2019 on the SMKK in East Java

Abstract

This study aims to compare the Ministry of Public Works and Housing (PUPR) Regulation Number 10 of 2021 with the PUPR Regulation Number 21 of 2019, particularly in the context of construction safety in East Java Province. The method used in this study is a qualitative approach by conducting interviews with sources related to the Directorate of Construction Development of the Ministry of PUPR, PPK for Building Arrangement and Physical Activities, Head of the Technical Team for Infrastructure Physical Activities, PPK for PSPO and PBL of the Settlement Infrastructure Center, Planning Consultants, and Implementing Contractors in East Java Province. The results show that the PUPR Regulation No. 10 of 2021 introduces a more comprehensive and detailed construction safety system than the PUPR Regulation No. 21 of 2019. The new regulation includes key elements such as leadership and worker participation, construction safety planning, construction safety support, construction safety operations, and performance evaluation of the Construction Safety Management System (Sistem Manajemen Keselamatan Konstruksi (SMKK)). This regulation also introduces a more detailed construction safety analysis (Analisis Keselamatan Konstruksi (AKK)) and elaborates on the SMKK documentation. The implementation of the PUPR Regulation Number 10 of 2021 is expected to improve safety and health standards in the construction sector through more detailed and comprehensive guidelines. This study makes a significant contribution to the understanding of the development of construction safety regulations and their impact on safety practices in the construction sector, particularly in East Java Province.
